Abstract:

Social care was part of the then state social policy. The paper focuses on its organization and describes the scope and allocation of competences of public and volunteer institutions. It refers to some strengths and weaknesses of their collaboration, making it possible for us to follow the proven experience and to learn from some of the mistakes of the then system.
