Tato dizertační práce se zabývá problematikou letecké dopravy a životního prostředí z pohledu internalizace externích nákladů. V první kapitole je analyzována letecká doprava v České republice, situace ohledně výstavby paralelní vzletové a přistávací dráhy na letišti Praha/Ruzyně, problém emisních povolenek na úrovni Evropské unie. V druhé kapitole je stanoven cíl této práce – analyzovat zpoždění při pojíždění na zemi, při reroutingu a při vyčkávání před přistáním a stanovit model pro výpočet externích nákladů kongesce a s nimi spojenou produkci emisí CO2. V třetí kapitole jsou navrženy vhodné metody pro stanovený cíl. Ve čtvrté kapitole jsou počítány taktické náklady bez síťového efektu, taktické náklady se síťovým efektem a strategické náklady zpoždění – pro pojíždění na zemi s vyčkáváním, pro
rerouting a pro vyčkávání před přistáním. Také je vypočítána ekologická stopa Českých aerolinií za rok 2008. V páté kapitole je shrnutí výsledků. |

This doctoral dissertation deals with air transport and the environment in terms of
internalisation of external costs. The first chapter gives an analysis of air transport in the
Czech Republic, the situation regarding the construction of a parallel runway at Prague
Airport, the problem of emission allowances in the European Union – Emissions Trading System. The second chapter I set objective of this work - to analyze the delays in taxiing on the ground, in the rerouting and in the holding and to set the model for calculating the external costs of congestion and associated emissions of CO2. In the third chapter I design appropriate methods for a target. In the fourth chapter there are calculated tactical costs without network
effects, tactical network effect costs and strategic costs of delay – the taxi-out (active taxi out and stationary ground), the rerouting and the holding. The ecological footprint of Czech
Airlines in 2008 was also calculated. In the fifth chapter there is a summary of the results. |
