Cílem případové studie vzdělávací politiky je přispět k poznání a porozumění fenoménu nepřijetí kariérního systému pro pedagogické pracovníky v roce 2017 v širším kontextu přístupů vzdělávací politiky k učitelské profesi po roce 1989. Uvedený případ demonstruje silné a slabé stránky vzdělávací politiky realizované v průběhu posledních let. K získání odpovědí na hlavní výzkumné otázky – (1) V čem byly hlavní příčiny nepřijetí kariérního systému v roce 2017? (2) Jaká byla role klíčových aktérů v procesu nepřijetí? – byly využity metody kvalitativního výzkumu, zejména analýza dokumentace z jednání Poslanecké sněmovny a Senátu ČR, analýzy masmédií, polostrukturované rozhovory s klíčovými aktéry procesu schvalování a zamítnutí kariérního systému. Jsou popsány procesy komunikace a interakce klíčových aktérů vzdělávací politiky a vliv nového subjektu (Pedagogická komora), který se v situaci atomizace profesní komunity do mnoha asociací, zájmových a vlivových skupin stává hlasitým, organizovaným hlasem reprezentujícím populistické postoje učitelské veřejnosti. Dále jsou analyzovány ne/schopnost komunikace ministerstva se zástupci školské praxe a s „opinion makery“, míra politizace v rozhodování, věcná znalost a porozumění politiků odborným otázkám, vliv odborníků a expertních názorů v politickém rozhodování o odborných otázkách řízení školství, vliv sociálních sítí při ovlivňování veřejného mínění apod. Je reflektován fenomén „krize expertnosti“ – trend k ignorování expertních znalostí a výzkumně doložených dat, mizí dialog mezi experty a širší veřejností, zesílení jisté formy politické korektnosti, kdy všechny názory jsou považovány za stejně hodnotné, každý názor musí zaznít apod. Součástí tohoto trendu ve veřejném rozhodování je vzestup „agresivní nevědomosti“ chápané jako lpění na vlastním názoru i tváří v tvář protiřečícím si faktům. Agresivní nevědomost posilují sociální sítě. Výzkum otevírá řadu otázek věcných, metodologických i etických. Studie nastiňuje příležitosti a rizika české vzdělávací politiky v kontextu dalších aktivit ovlivňujících de/profesionalizaci učitelské profese v ČR. |

The aim of the case study on educational policy is to add to the knowledge and understanding of the phenomenon of the career system for teaching staff in the year 2017 in the broader context of the approach of the educational policy after the year 1989. The case that is presented demonstrates the strong and weak points of the educational policy that was implemented in the course of recent years. To answer the main research questions – (1) What was the main cause of the nonacceptance of the career system in the year 2017? (2) What was the role of the key participants in the process of non-acceptance? – qualitative research methods were used, particularly the analysis of documents from the negotiations of the Chamber of Deputies and the Senate of the Czech Republic, analysis of mass media, and semi-structured interviews with key participants who approved and disapproved of the career system. What is described is the processes of communication and interaction of the key participants in the educational policy and the impact of a new participant (the Pedagogical Chamber), which, in the situation of the fragmentation of the professional community into many associations, interest and influential groups, are becoming a loud, organised voice that represents the populist attitudes of the teaching public. Furthermore, there is analysis of: the ability (or inability) of the ministry to communicate with the representatives of the educational practices and with “opinion makers”, the degree of politicisation in decision making, the factual knowledge and understanding of politicians with regard to specialised queries, the impact of professionals and expert opinions in political decisions about specialised queries of school management, the impact of social networks on influencing public opinion, etc. What is reflected is the phenomenon of a “crisis of expertise” – the trend of ignoring expert knowledge and research-documented data, the dialogue between experts and the broader public is disappearing, the strengthening of a certain form of political correctness, where all opinions are regarded as equally valuable, every opinion must be heard, etc. Part of this trend in public decision making is the rise of an “aggressive ignorance” that is understood as adhering to one’s own opinion even when facing facts that contradict it. Aggressive ignorance is strengthened by social networks. The research opens up a variety of questions, such as factual, methodological, and even ethical questions. The study outlines the opportunities and risks of Czech educational policy in the context of different activities that are affecting the professionalisation or deprofessionalisation of the teaching profession in the Czech Republic. |
